Beginning on February 16, 2007 (which falls on the eve of the traditional Vietnamese lunar new year), communist security forces have opened a new campaign of repression and confiscation of property against the Vietnamese Progression Party and leaders of the 8406 bloc in Hue’s city proper.
Three members of the Progression Party who reside in Hue have been arrested. They are: Nguyen Phong, who was detained on February 17, 2007, Hoang thi Anh Dao, detained February 19, 2007. Police security agents have taken a computer and many documents from the private residence of Mr. Nguyen Phong, which also serves as the office of The Progression Party, the security agents also confiscated a computer and private documents from the private residence of Miss Hoang thi Anh Dao.
Until the end of February 21, 2007, no one from the family and friends of the three above mentioned parties have heard anything about them or their whereabouts, neither have law enforcement people disclosed anything about their bookings to the loved ones nor have they complied with the Criminal Justice Code regarding searches and arrest warrants and procedures.
On February 18, 2007, communist authority again proceeded to search and take over six laptops and six mobile phones and many other documents from the office of Father Nguyen Van Ly. Afterwards, the communist authority carried on interrogation and detention against father Ly at his residence. Father Nguyen van Ly has announced on February 18, 2007 the start of his indefinite hunger strike.
By carrying out the above incidents, the communist authority has seriously violated the 1992 Vietnamese constitution. To wit: Article 68, regarding the freedom of movement and to reside wherever one chooses within the country, Article 71, regarding the inviolability of the citizen’s person, Article 73, regarding the inviolability of the citizen’s place of residence. At the same time, the government of Viet-Nam has also started a series of violations of the Criminal Code, such as Articles 6,7,8 and 145 when they are not giving to the people in question a copy of the report enumerating the items being booked into evidence.
The communist government has seriously violated articles 9, 12, 17 of the International Covenants regarding Civil and Political rights that they were signatory to on September 9, 1982.
The Committee Human Rights in Vietnam therefore decides
1) To denounce the Vietnamese communist authority’s tactics of repression, detention and confiscation targeting the leadership of the Progression Party and Bloc 8406.
2) Request the Vietnamese communist authority to immediately cease and desist similar repressive measures and to release people held in detention, to return the property that they have taken illegally to Mr. Nguyen Phong and Miss Hoang thi Anh Dao, Father Nguyen van Ly and Mr. Nguyen Binh Thanh.
3) To call on governments of the world, international human rights organizations, people of the world over and overseas Vietnamese to strongly condemn the communist government of Viet-Nam whenever they attempt to carry on persecution and the taking over of the property of the leaders of the Progression Party and Bloc 8406
